Followup-For: Bug #278856
It appears that the docs are installed incorrectly. With the following patch,
the manuals are readable, both for tqsl and tqslcert.

BTW, on the LOTW website it is said that trustedqsl-1.10 and tqsllib-1.4
generate corrupted data. It is advised to update to versions 1.11/2.0.
Let me know if you can't find the time to fix this, I won't mind helping
out. Maybe this is good software for the developer pool also?
