I was wrong. It seems the same default configuration
        tail /var/log/Xorg.0.log 3
continues to be employed in 1.4.7.

I also noticed the /var/log/Xorg.0.log is (by default) "readable by
all" on a fresh Debian install. Hence the bug seen by you is unlikely
to be seen by the majority of users.

However, I do agree that the error message should be more informative
if the user has not created a configuration file.

This could perhaps also be fixed by a suitable amendment to the manpage
which can explain that it is best if conky is run with a user-created
configuration file.
