I dug a little further in another direction: I had thought screensavers named 
like "Helios(GL)" came from xscreensaver-gl, but (as you probably know) they 
don't; they come from rss-glx. 

So I checked again which savers are problematic, and it turns out to be almost 
exactly the rss-glx screen savers. The xscreensaver-gl savers (as far as I 
can tell) do not consume significant CPU.

So I guess we can change this bug to a wishlist "make  screensavers not run on 
inactive console", and I'll file the real bug with rss-glx.
