Package: ruby1.9

Hi,

I'm filing this bug against ruby1.9, since it's unlikely that we want to
change that for ruby1.8.

A common complain heard against Debian's ruby packaging is that
libraries from stdlib and third party libraries are mixed in
/usr/lib/ruby/1.{8,9/

It would be better to have 3 different paths for libs:
- one for libs from stdlib
- one for packaged libs from third party
  -> Fedora uses /usr/lib/ruby/site_ruby/1.8/active_record, for example
- one for manually installed libs
  -> /usr/local/lib/ruby/site_ruby/1.8/... ?

What do you think ?
