Ok, I see it, the patched package is in the SVN repo (debcheckout
w3-recs) if you want it.

The link/redirection system of w3.org is simply crazy. Anyhow this is a
bug, can you please report it separately? Patches are welcome of course
:) The URL you mention is in fact listed in url-extra.txt, so I don't
know why it isn't working ... a bit of investigation is probably needed.
