pgsql starts up at S19 in runlevel two, which is good since stuff
like postfix and pdns, which might use it, run at S20. However,
pgsql gets killat at K19, which is *after* postfix and pdns, so it
temporarily breaks them. I suggest stopping pgsql at K21.
