When halting or rebooting my system I get the following error:

        Deconfiguring network interfaces...ifdown: failed to
        open statefile
        /etc/network/run/ifstate: No such file or directory

On my system /etc/network/run is a symlink to /dev/shm/network:
        
        /etc/network/run -> /dev/shm/network

furthermore tmpfs is mounted over /dev.
