If this is a good idea, I think we'd be better off combining some of the unimportant ones (like solar87, solar88, solar89) into tzdata-useless. Alternately, what about something along the lines of the locales packages: one package with source (that compiles timezones "on-demand), and another with everything precompiled. This would also help out the packages which stubbornly insist on building against their own copies of the Olson database.
