They are both compiled in as modules:

  CONFIG_RFKILL=m
  CONFIG_RFKILL_INPUT=m

Should I manually add it to /etc/modules or will hal (or network-manager)
load it up if it needs it ?

I've got a ipw3945 driver with an Intel Corporation PRO/Wireless 3945ABG card.
