You are quite right about people with noexec /tmp expecting certain things
to fail and adding a new option for this is probably not a good idea as it
would just bloat the utilities.

Actually, that sounds like a much better solution than what I proposed.  I
like that a lot because it makes the utilities smarter without imposing
undue burden on users.

It would completely solve my problem as well.
