Known problem, unfortunately it was found to late into the freeze so the fix couldn't get in (as the severity of the problem wasn't high enough). Tagging it accordingly. IIRC, If you have the iproute package installed before installing bandwidthd you'll not hit this problem. (Which is why I missed it in the first place.)
