I've been having similar problems.  

I got things to work by creating a file in /etc/pm/config.d

$ more /etc/pm/config.d/force
S2RAM_OPTS=-f

After I did this, suspend to RAM worked for me.  Your options would be 
different.

I found this in a man page for pm-utils. 

This bug is mostly a documentation problem.  A better readme for kpowersave 
would really help.
