The situation is like this. dpkg will NOT purge conffiles belonging to a package during upgrade. Now, since, after Etch, dbus does not own the file anymore, I presume the best thing would be to remove the file under the condition that dbus-x11 is not installed, though this is just my idea. You may wish to consult the Release managers in charge of the goal for the clarification. [1] :-) Thanks!
