I would be surprised if it doesn't look through the complete file
(looking at the headers of each frame is actually enough and will be
really fast in most cases).

What exactly does mp3info report btw? One of 32, 48, 64, 96, 112, 128,
160, 192, 224, 256, 320 or another number?
