fakeroot dpkg-buildpackage runs foo under a fakeroot environment.
dpkg-buildpackage -rfakeroot runs a series of commands, some of which
are run under fakeroot.  The difference is that dpkg-buildpackage
-rfakeroot will run only some commands under a fakeroot environment,
but not others.
