Package: svn-buildpackage

Hello,

Using svn export for building a package, make possible to have
executable set for certain file of the export. The .diff.gz make this
bits disappears. In order to do an extraction that will be nearer to
a "dpkg-source -x" command, the files from the svn-export (at least
for the debian dir) should be "chmod a-x".
