I tried following your description, but did not quite catch what you
did and what you experienced.

When I use 'telinit 3' after a normal boot to runlevel 2, I get the
expected behavior that the /sbin/runlevel script return '2 3', and no
scripts are started or stopped as the two runlevels have the same
services.  Do you get the same?

As I did not quite understand the problem, and thus do not know how to
reproduce it, I am very unsure what to fix.  Please provide more
information.
