You should complain upstream that the facilities for commenting and
uncommenting provided by XEmacs are not symmetrical.

Presumably you are using AUCTeX.  If this is the case, the article at
<URL:http://groups.google.de/groups?hl=en&selm=38tcl7F5rm4v8U1%40individual.net>
should give you some more insight and a possible workaround until this
is fixed in XEmacs.
