This is indeed what ubuntu does. However it is very well possible to use timidity with other soundfonts then freepats (and usually far better sounding ones!), and then timidity works fine. It's a thin line; the reason it is like it is now is to avoid that people need to install a 28M package (freepats) which they might not need, just to use timidity.
