This was indeed the idea. However, this would lead to breakage wrt partial upgrades: Consider libxine1 being upgraded to lenny, but keeping the packages from etch. This will lead in a loss of some plugins and keeping the user in the dark what caused the visible regression. We will drop these dependencies when lenny is released.
