I think you've misunderstood something.

You are upgrading from 2.4.2-1.2 to 2.5.0-2

So apt-listbugs is warning you correctly.
as documented in the manpage:

           [bug severity] bugs of [package] ([current version] -> [package 
version to be installed]) <[status of bug report]>
            [bug #] - [bug title] [(Fixed: fixed version, if it's fixed in a 
future version)]
