Interesting idea, but I must admit, the question I get from this
proposal is: Why?  Why should the missing files be reported?  Why
should such report be generated regularly?  Why should it be reported
by cron using an email?

As far as I know, missing files are just ignored, and thus not really
a big problem.  And sending such information over email fron cron seem
a bit over the edge, as the issue is really not a serious matter, and
thus could (and probably should) be ignored by sysadmins with more
than 1 machine to tender.
