I understand this. apt-cacher was launched on same machine as apt-get.. So
as far as I understand, packages that are in cache will be downloaded
fastly. Packages that are not in cache will be downloaded with same speed
as limit= in apt-cacher config file. This is just most easy way to test
it. I have just tried to download big package that isn't in cache.. and
all my bandwidth was taken by apt-cacher. 

PS. as for me, apt-cacher should NOT limit bandwidth between itself and
apt-get/aptitude, since local traffic/bandwidth assumed as unlimited.
