Libtool *really* should let one configure what kind of language support
needs to be used in the AC_PROG_LIBTOOL macro.

That way, a lot of useless, distracting, major resource waste of tests could
be dropped (e.g. C++/F77 tests in the outrageously big number of pure C
packages out there, multiplied by the number of users compiling them...)

This would also address bugs such as Debian bug #221873, as well.
