When started as a login shell (fish -l), fish hangs forever.

According to strace, it's stuck with (repeated a myriad of times):

ioctl(0, TIOCGPGRP, [5278])             = 0
kill(-5277, SIGTTIN)                    = 0

The only way out is to send SIGKILL to the process.
