Well, I don't know anyone that would care. I'm pretty sure Wine upstream would discourage distros from even trying to keep up with security issues in Wine, there's better ways to spend their time.

To fix this please build against libgif-dev rather than the included copy.

The current Wine build system does not support this. Wine contains a modified version of ungif and no build option exists to link against an external one, and trying to change this would probably make the Wine authors hate Debian even more (they already hate that recommending msttcorefonts is disallowed, among other things); they want Wine binaries to be compiled with this particular ungif implementation that has been specifically modified to fit Wine's requirements, and no other ungif.

I should probably not mention all the other code Wine has also brought in from other projects, modified, and incorporated into the sources...

I'd rather just leave updates of these things to them.
