I have downgraded to:
* imagemagick=7:6.2.4.5.dfsg1-2
* perlmagick=7:6.2.4.5.dfsg1-2
(remove new package libmagick10)
And usplash progressbar is ok again.
I compiled the package in a pbuilder chroot, with Debian current
imagemagick version and adding snapshots.debian.org to pbuilder and
editing debian/control Build-Depends.
Only with old version of imagemagick usplash seems good.

Yes, it's probably a good idea to transfer this bug to imagemagick.
However, it worries me that the generated PNG's look good in both your
cases, because if they do...that is all the imagemagick does...so I'm
not sure how imagemagick could break this...
If need more tests please tell me.
Could you build with old and new imagemagick in two different source
trees and then compare the files that are in both source trees after the
builds to see which files differ?
