When I had uploaded the files, CTAN was separated into a free and a non-free section. I would appreciate if you would do this, since you can probably suggest the CTAN maintainer the proper place where to put the README(s?). I agree with the text you suggested, of course, although I am not sure whether it is correct to write "(C) 2001-2008", because the last changes were 2004 (toolbox) or even 2001/2002.
