I've just released 0.540, which no longer dies when these arguments are used together. I've added a note to the documentation about the fact that a scalar for OUTPUT will always be a Unicode string, but would welcome any suggestions for better language.

That's what I'd prefer to do but, for some functionality, specifically US-ASCII, the XML serialiser needs to know about the encoding (as some characters will need to be output as numeric references).
