Hello,
Currently the dictionaries are encoded in e.g. latin1, but some people
may want to use utf-8 in their texts (and it is actually now the
default in Debian). Ispell, just like aspell does, should hence
automatically transcode betwen the charset of the text to the charset of
the dictionary. The charset of the text should be by default the charset
of the locale, which can be obtained by
setlocale(LC_ALL,"");
charset = nl_langinfo(CODESET);
and one should be able to override that from the command line.
