Here is a log from a "sudo cowbuilder --update":

It happened to me also during the previous update of tzdata, the only
solution I've found back then was to erase the cowbuilder and recreate
it from scratch.  I thought it was some weirdness in my chroot but
apparently I'm able to reproduce it at each tzdata update. Attached you
can find my pbuilder/cowbuilder configuration.
