What you suggest here is an interesting idea.

As for debconf, for starters, perhaps we can check if there are any
allow-ifplugd* lines in the interfaces file and not prompt for either
ifplugd/interfaces or ifplugd/hotplug_interfaces.  For upgrades, we can
probably add allow-ifplugd* lines to the interfaces file.

Do you have some other alternate suggestions as to how we could do this?
