You can save this setting in "~/.lynxrc". It is not
enough for you?

I don't think there is any option to specify something only
for file:/// url's but I guess lynx-cur-wrapper might
do what you want to some extent but, perhaps, not so
clever yet.  If you try it and find any improvement, please
let me know.
