Sorry, I'm not sure I understand what you're asking for.
If /etc/approx.conf contains
    debian    http://ftp.debian.org/debian
then I can fetch
    http://apt:9999/debian/doc/social-contract.txt
    http://apt:9999/debian/tools/README
and so on without problem (although these non-deb files will be
removed from the cache the next time gc_approx is run).
