I have two external IPs, bound to eth0 and eth0:1. sshd is
listening on eth0:21. I intend for vsftpd to listen on
eth0:1:21.

Starting vsftpd with the default configuration results in
the program quitting, possibly because it can't bind : but
it leaves no diagnostic output in syslog or whatever, and
the invoke-rc.d commands are non the wiser that it has
failed, leaving stale PID files around.

Specifying listen_address in vsftpd.conf means it stops
trying to bind to *:21 and works ok.
