Ok,
what I have discovered so far:
- when I put laptop_mode force invocation to Xstartup:
"#! /bin/sh
# Xstartup - run as root before session starts"
DPMS settings are not applied, because who command, used in script,
gives no results (log previously attached)
- when I put "sudo laptop_mode force" invocation to Xsession:
"#! /bin/sh
# Xsession - run as user"
DPMS settings are first applied correctly (debug messages indicate
that 'set screen' has correct parameters), but then, after login, xset
q displays wrong (unmodified) values.

So I still wonder - where is the correct place to put laptop_mode
invocation when using kde (kdm), so that it would be available
automatically for all users? As stated previously, it works when I put
that invocation in one's files (not sure whether .bash* or ~/.kde*),
but that would require modifying them for every user manually.
