IMHO, this makes Apps/Text the most appropriate choice.

An argument pro Apps/Editors is that it's probably the first place
someone would try to find a PO file *editing* tool.

And, sincerely speaking I do not see manby arguments for
Apps/Programming. Using message catalogs eiditing tools is not
strictly speaking directly related to Programming and I find quite
unnatural to have to look here to find kbabel, poedit or gtranslator.

I keep the suggestion of a "l10n" hint...you recently explained me the
use of menu hints. Good opportunity to use one.

Let's wait for kbabel and gtranslator maintainers input.
