/etc/apt/sources.list.d/apt-build is in package apt-build. Without a
.list extension files in /etc/apt/sources.list.d/ are ignored.
In man sources.list:
SOURCES.LIST.D
The /etc/apt/sources.list.d directory provides a way to add
sources.list entries in seperate files that end with sources.list file.
the description is odd but gives a hint. The man page should probably be
corrected.
