I think this bug should be fixed for release, since it affects upgrades from
woody.  However, there's no way that 2.0.33-2 is going to be accepted for
sarge -- it includes far too many changes.  Would you be willing to prepare
a 2.0.33-1.sarge1 upload for testing-proposed-updates, that includes only
the dependency changes needed?

Also, in 2.0.33-2, you do:

Please don't.  It is not an RC bug to *do* this, but it becomes an RC bug
the first time cdbs's behavior changes and debian/rules clean ceases to be
idempotent for your package.
