1. As I pointed out in another report, /etc/vsftpd might be a suitable place for the empty directory. vsftpd also let the user use more configuration files for various tasks. /etc/vsftpd should be a natural place for those configuration files. 2. The transition can be made easier by keeping /etc/vsftpd.conf for a while, and activating vsftpd from within the init script with the new configuration file as an argument. A better way might be to use the maintainer scripts to move the configuration file into the new directory. Getting rid of /usr/doc involved thousands of packages. Here it is only one file for one package. 3. If I didn't convince you and you don't like many open bugs for the vsftpd package, then I don't mind if you close the report instead of leaving it in an wontfix state.
