I think I have tracked this down. ftp.us.debian.org is returning
different ETags depending on which of the round-robin servers you end up
getting connected to. This is messing up apt-cacher's  freshness checks.
I probably need to make it robust enough to cope with this, but the
ETags really ought to be constant for the same file.

I don't think so I have exactly the same problem with the ubuntu clients 
downloading files from the ubuntu repositories.
