Thanks for reporting this bug.

It seems upstream agrees sorting is broken (see thread at 
http://lists.gnu.org/archive/html/phpgroupware-users/2006-11/msg00005.html), 
but there is no fix available it seems for 0.9.16.* versions.

This issue has been forwarded in upstream tracker at : 
https://savannah.gnu.org/bugs/index.php?22764

Don't expect any fix soon, then.
