Sorry to not have checked the zh_CN translation.

You are right. I checked the actual po file and the only two places that uses 
the string "Transparency" are in core-enums.c and in preferences-dialog.c. Both 
refers to "being filled with transparency" and not "transparency of a layer".

So it does seem to be just a mistranslation. I'll try to retitle the bug. Sorry 
for my carelessness.
