This comes from the decision in #418804, where both
net.ipv4.ip_forward and net.ipv4.conf.all.forwarding were suggested as
replacement for net.ipv4.conf.default.forwarding.
Both set IPV4_DEVCONF_ALL(FORWARDING) in the kernel and thus are
obviously equivalent.

So you could very well use net.ipv[46].conf.all.forwarding
consistently. :)
