Hm, did you check the patch in its context? The idea was to set $dbc_package/dbconfig-install to true if $install_question was true. On new installs, install_question=$dbc_package/dbconfig-install, so this is a no-op if it's ever reached. When reconfiguring, however this should have the desired effect.
