I've the same problem. The template file seams to be broken. I've moved
the file away and disabled the configure file. So I could finish the
install.
% mv /var/lib/dpkg/info/console-data.templates{,+}
% sed -i '2s/^/exit 0;/' /var/lib/dpkg/info/console-data.config
