Then the problem is that those two sentences are actually wrong and
misleading.
"You are *not* allowed to modify this file."
is not true, since I *am* allowed to modify this file, provided that I
comply with some (DFSG-free) restrictions included in the license text.

IIUC, the lack of completeness of the debian/copyright file is being
addressed. I appreciate your effort and I am aware that it's a huge
and time-consuming task.
