It seems that ntp.isc.org was changed to support.ntp.org around august 2007: https://lists.ntp.org/pipermail/announce/2007-August/000046.html And it's that change I remember. Anyway, I always found it a little weird that there are 2 things that really just look like one. The ntp distribution itself is also still hosted by udel.edu as far as I know. When you follow the links on the support.ntp.org website it tells you you're going to the R&D project. The copyright file also mentions www.ntp.org. It seems to me that upstream is the R&D project, and I would think the homepage would than also be the R&D projects page.
