If it is going to be released before the lenny freeze, I guess we could just wait for it. ICU 4.0 will contain the fix for this bug. Otherwise, could you please hold off on this for a few days. I'm just following up with Eric about a 'lone Al Lakuna' change from my patch that wasn't checked in to ICU SVN. There is a slight difference in the code that handles a lone Virama and Nukta in ICU 4.0. So you may need to use my original patch against ICU 3.8.1.
