Folks: I opened a ticket to trac this issue on the setuptools issue tracker:
http://bugs.python.org/setuptools/issue17 # easy_install (debian sid version 0.6c8) will install a package that is already there
We discovered this issue when working on allmydata.org Tahoe, the Least-Authority Filesystem, and we have a tracker ticket there which points to debian bug report 475440:
http://allmydata.org/trac/tahoe/ticket/229 # debian sid packaging of setuptools v0.6c8 broke the "Desert Island" build
I think the next step is to see what changed in the Debian .diff.gz between python-setuptools-0.6c7-1 and python-setuptools 0.6c8-1.
